Abstract The outcome of the UK referendum on 23 June 2016 was a major political event in history European integration. A member state voted for exit over voice and journey to third country status. objective this article is twofold. First, it analyses EU’s response Brexit, including role process, up departure from Union 31 January 2020. Second, explains why EU adopted approach that did. analytical lens builds Kooiman's three governing orders, all which were deployed managing Brexit.
